Catalonia PLATER renewable energy disputes

In late July 2026, three towns in the Priorat comarca – Margalef, Cabacés and la Bisbal de Montsant – lodged formal requests with the Catalan government to raise their wind‑energy allocations under the Pla Territorial Sectorial d’Energies Renovables (PLATER). The plan had allotted them 1.2 MW, 22.5 MW and 27.9 MW respectively, far below the capacity the municipalities claim they could host. At the same time, residents and authorities in Lleida filed objections to proposals that would convert up to 9 000 ha of agricultural land into solar and wind sites, urging the use of existing installations instead.

A week later, attention shifted to Camp de Tarragona, where the PLATER earmarked over 1 300 MW of wind capacity and large photovoltaic projects. Local farmer groups and municipal leaders protested, arguing the rollout would not lower electricity costs for residents and could harm agriculture and the landscape. The Tarragona city council responded by approving modest funding to install solar panels on municipal buildings, aiming to improve energy efficiency and achieve long‑term budget savings.
