The dispute over Catalonia’s Pla Territorial Sectorial d’Energies Renovables (PLATER) plan has broadened into a widespread regional debate. Priorat towns—Margalef, Cabacés, and la Bisbal de Montsant—have requested higher wind-energy quotas, arguing current allocations significantly underutilize their capacity. Following a public information period involving over 70 meetings, the Catalan Department of Territory, Housing, and Ecological Transition reported receiving 12,143 formal allegations. The Catalan Institute of Energy (ICAEN) has begun analyzing these submissions to incorporate technically viable proposals, with a second period for allegations expected to follow. Opposition remains high, with over 300 municipalities, regional councils, and social entities, including the Catalan Network for a Just Energy Transition, criticizing the lack of local participation. Some mayors have called for a total withdrawal and a new, bottom-up planning process, while others have threatened legal action.

As the government processes the plan, which aims to decarbonize the Catalan energy system by 2050 through up to 62,000 MW of renewable energy, regional targets are emerging. For instance, the Vallès Oriental region may require a 48-fold increase in solar photovoltaic capacity by 2050. The plan identifies priority areas for installations, including rooftops, artificial spaces, and non-urbanized land, such as the vineyards of Can Torres in Sant Fost.
