Catalonia to launch new Housing Discipline Directorate in July
The Catalan government will approve the creation of a new General Directorate of Housing Discipline in July, fulfilling an agreement with the Catalan Greens (Comuns) tied to the regional budget. In an interview, Comuns parliamentary group leader Jéssica Albiach said the directorate must be led by an independent figure with a solid record defending the right to housing and capable of sanctioning misuse of “voltor” funds that evade existing regulations. The body is intended to act like traffic‑law enforcement, imposing penalties when housing law is breached.
The move is presented as a key step to enforce housing legislation and curb illegal financial practices in the sector, following criticism that current enforcement mechanisms are insufficient.
