Overview

The 2027 State General Budget remains a central political battleground, with Prime Minister Pedro Sánchez positioning it as a “more ambitious, more social and more fiscally responsible” plan. Fiscal stability concerns have intensified as Spain’s public debt reached 1.763 trillion euros in June 2026.

Regional financing and debt servicing have emerged as critical points of contention. The Junta de Castilla y León has called for a complete redesign of the financing system, noting that social spending rose by 19% between 2009 and 2021, while liquid financing increased by only 2%. Fedea projections suggest interest payments on autonomous debt could triple by 2029.

In September 2026, the Spanish Ministry of Finance achieved a procedural victory when the Council of Fiscal and Financial Policy (CPFF) approved a reform of the regional financing system. The approval was secured through the central government’s majority vote and the support of Catalonia and the Canary Islands. The Canary Islands noted the model would increase its resources by 1,337 million euros and protect its Economic and Fiscal Regime (REF), while Catalonia officials rejected the possibility of an economic agreement, calling for realism.

Opposition has expanded following the CPFF approval. While Madrid President Isabel Díaz Ayuso boycotted the meeting, claiming the model would cost the region 800 million euros, the government of Castilla-La Mancha is now actively seeking parliamentary support in Congress to oppose the reform. First Vice President José Luis Martínez Guijarro criticized the proposal for failing to correct disparities, alleging that citizens in Catalonia would receive approximately 200 euros more per capita than those in Castilla-La Mancha, creating an annual gap of roughly 400 million euros. He characterized the model as “non-progressive,” arguing it favors regions that contribute more and contradicts constitutional principles of tax progressivity.
