Brazil cracks down on betting ads during the 2026 World Cup

Brazil’s advertising regulator Conar has recommended suspending three betting advertisements that aired during the 2026 World Cup and has stepped up enforcement of existing rules. The federal government is also preparing stricter limits on ads that promote risky gambling or quick‑win messages, and a project in Rio aims to ban outdoor betting billboards.

Lawmakers and public figures such as Humberto Costa have condemned the pervasive betting promotion, calling it a public‑health threat. The Federal Public Ministry (MPF) has opened an investigation into possible governmental shortcomings in regulating sports betting during the tournament. Experts cite Norway’s state‑run betting model, which has reduced pathological gambling, as a benchmark for Brazil’s reforms. The betting market is estimated to move up to R$ 360 billion a year, prompting concerns over consumer debt, money‑laundering and the impact on vulnerable families.
