Celaya official found to have committed workplace violence

The Human Rights Procuracy of the State of Guanajuato (Prodheg) has determined that Luis Antonio Tierrasnegras Romero, the coordinator of Reconstruction and Social Fabric for the Celaya Municipal Government, violated a female employee's right to a life free of violence in the workplace.

The resolution follows a complaint from a worker within the Social Development Directorate, who reported experiencing sexual violence and inappropriate conduct throughout 2025. According to the case file, the employee detailed incidents including being forced to remain in a vehicle with the official, receiving inappropriate personal comments regarding her appearance, and being photographed by the official at the end of a workday.

While the official denied the allegations during the proceedings, Prodheg has issued four recommendations in response to the findings of the investigation.
