Center for Civic Education hosts transitional justice school in Budva

The Center for Civic Education (CGO) organized the first module of the sixth School of Transitional Justice in Budva from October 1 to 4, 2026. The program is part of the project ‘Building Trust and Transitional Justice through Understanding the Past,’ which is funded by the European Union and implemented by the United Nations Development Programme (UNDP).

Nineteen participants engaged in lectures, discussions, and film screenings focused on memory culture, war crimes, their prosecution, and memorialization. Experts including historians, legal advisors, and journalists led the sessions to promote a fact-based approach to history and prevent negationism and revisionism.

During the program, Bojana Malović, a legal advisor at Action for Human Rights, noted that war crimes have historically lacked priority within the Montenegrin judiciary due to a lack of political will and legal errors. She suggested there is currently a greater readiness to address these cases more seriously.
