Transitional justice education in Montenegro
Overview
The Center for Civic Education (CGO) has concluded the sixth generation of its School of Transitional Justice in Montenegro, a program funded by the European Union and implemented by the United Nations Development Programme (UNDP).
The curriculum comprised three modules that integrated theoretical learning with field visits to sites of memory and suffering from the 1990s wars. During the second module, 15 participants visited locations in northern Montenegro associated with war crimes and casualties, including sites related to the Klapuh family, Bukovica, Štrpci, Kaluđerski Laz, and the bombing of Murino. Experts such as Emir Pilav and Edin Smailović emphasized that confronting the past is essential for building trust and preventing the relativization of crimes. Pilav specifically noted that a lack of institutional accountability and impunity for crimes, such as those in Bukovica, undermines public trust in institutions.
The program concluded in Podgorica with a final module involving discussions with human rights institutions. During these sessions, participants met with Mensura Bošnjak, Deputy Ombudsman for Human Rights and Freedoms of Montenegro, who stated that confronting the past and establishing the truth are essential prerequisites for strengthening the rule of law and preventing the repetition of crimes.
