Nicaragua approves constitutional reform to block foreign laws

The Nicaraguan National Assembly has approved a constitutional amendment aimed at prohibiting the extraterritorial application of foreign laws, regulations, or international norms. The proposed change to Article 12 stipulates that no external legal instrument will have legal effect within the country if it is deemed to undermine Nicaragua’s independence, sovereignty, or national security.

According to Assembly President Gustavo Porras, the reform will only permit the application of international agreements explicitly signed on behalf of the Nicaraguan State. The amendment received unanimous support from the legislators present during a special session held to commemorate the 48th anniversary of the 'Operation Death to Somocism' guerrilla action.

Porras reported that the consultation process for these partial constitutional reforms has involved 92,832 participants across various sectors, including the military, police, and local governments. The measure is expected to be voted on alongside another initiative regarding election eligibility in September 2026. The move has drawn criticism from the international community and the Organization of American States (OAS), which has called for urgent discussions regarding the country's political situation.
