Central Election Commission of BiH faces staff shortages and campaign fines

The Central Election Commission (CIK) of Bosnia and Herzegovina is facing significant logistical and administrative challenges ahead of the October 4 elections. Key issues include a shortage of approximately 2,000 technical operators required to support new election technologies, such as biometric identification devices and scanners. While the CIK has appointed 5,177 election committee presidents and 3,342 deputies, concerns remain regarding the adequacy of training for non-partisan staff, which has been described as overly theoretical and impractical.

Simultaneously, the CIK has issued numerous fines for election law violations. Total penalties imposed on political parties amount to 164,000 KM, while candidates have been fined 52,000 KM. The SNSD party received substantial fines, including 92,000 KM for conducting an early election campaign and 10,000 KM for the misuse of children in campaign purposes. Other parties, including the SDP and various coalitions, have also faced sanctions for premature campaigning.
