Ceuta: Spain prepares decree to accelerate migrant deportations
The Spanish government is drafting a decree-law intended to accelerate the processing of asylum applications and the deportation of migrants in Ceuta. The proposed measure aims to reduce administrative and judicial bottlenecks to facilitate faster returns to Morocco.
Human rights organizations, including CEAR, Oxfam Intermón, and the Jesuit Service for Migrants, have criticized the draft. They warn that the plan could create an “exception regime” for asylum rights, potentially violating international principles of non-refoulement and the right to effective judicial protection. Specific concerns include the removal of the UN Refugee Agency (UNHCR) from the preliminary assessment process and strict new deadlines for filing appeals.
In recent days, approximately 240 migrants have voluntarily returned to Morocco from Ceuta, partly driven by falling nighttime temperatures. Spanish authorities have also continued deportations through the Tarajal border crossing.
