Ceuta migration crisis: policy shifts and management strain
Overview
The migration crisis in Ceuta continues to drive significant shifts in European Union policy and local administrative management. Following an influx of approximately 80,000 irregular entries in late July, European Commission leaders have pledged to reinforce Frontex to ensure more agile responses. President Ursula von der Leyen stated, “The border of Ceuta is the border of Europe and Europe will be there for you,” advocating for the Migration Pact to harden borders and streamline deportations.
In the European Parliament, debates have intensified regarding the crisis, which has sparked accusations of hybrid attacks and Moroccan influence. Commissioner Magnus Brunner noted that the EU’s priority is rapid repatriation to Morocco, which has committed to accepting migrants. To manage future surges, the Commission is considering radical measures, including a migration emergency law that could temporarily suspend asylum rights, increasing Frontex personnel to 30,000, and financing return centers in third countries. Brunner also emphasized the need for improved monitoring, such as online platform surveillance, and a directive to combat migrant trafficking.
In Ceuta, the Ministry of the Interior reports that migrant triage has reached “cruising speed,” with over 5,300 voluntary returns and 9,800 migrants processed or relocated. However, local law enforcement and facilities face extreme strain. The Federal Police Union (UFP) has denounced an “absolute collapse” of police forces, citing rising violence and officer exhaustion. Security concerns persist at the Center for Temporary Stay of Immigrants (CETI), where three security guards were recently hospitalized with wrist and rib injuries following a brawl between Sub-Saharan and Moroccan residents. The UGT Ceuta union has called for increased security, stating that current resources are insufficient to manage overcrowding.
