Ceuta migration crisis triggers judicial investigation and law reform talks

Ceuta is facing the aftermath of a massive irregular migration event from Morocco, which has led to significant political and judicial developments in Spain. The central government is considering reforms to immigration laws to facilitate easier repatriations at the border.

Judge María Tardón of the Audiencia Nacional is investigating the decision-making processes during the crisis. She has urgently requested that the city of Ceuta provide a log of calls made by President Juan Jesús Vivas to Prime Minister Pedro Sánchez or his chief of staff between July 27 and July 30. Vivas testified that he attempted to contact the Prime Minister up to ten times in the days preceding the mass entry, but claims he only received direct responses on a few occasions.

On the ground, authorities have begun relocating vulnerable groups. Approximately 300 migrant women and children have been moved to a new government-run reception facility in the Caballería area to close temporary camps previously managed by local associations. Meanwhile, the Civil Guard reported finding 19 bodies in the city following the recent influx of people.

Politically, the crisis has intensified tensions. Opposition leader Alberto Núñez Feijóo has criticized the government's response, suggesting military deployment could have been used, while President Vivas has described the current situation in the autonomous city as unsustainable.
