Ceuta government files Supreme Court lawsuit over migrant crisis management

The government of Ceuta has filed a lawsuit in the Supreme Court against the Spanish central government, alleging inaction and a lack of sufficient resources to manage the massive influx of migrants that occurred on July 30 and 31. Local President Juan Jesús Vivas criticized the administration for failing to process expulsion, return, and international protection procedures for the thousands of individuals who entered the city.

The crisis has placed immense pressure on local infrastructure. Healthcare professionals, including the President of the Ceuta Nursing College, have warned of structural exhaustion in hospitals and primary care centers. Additionally, approximately 15,000 migrants remain in the territory, many of whom are unidentified.

Security concerns have also escalated, with reports of at least 11 military personnel injured during clashes and stone-throwing incidents following the deployment of the Army to support security forces. Meanwhile, the Hospital Universitario de Ceuta confirmed that Streptococcus pyogenes was the bacterium responsible for a migrant's death from meningitis.
