Ceuta migrant backlog raises human rights concerns in Spain

Spain's government is facing criticism over its handling of a migrant backlog in the North African enclave of Ceuta following mass border crossings. To address pressure from the EU and domestic frustration ahead of a snap election on November 29, Prime Minister Pedro Sanchez's administration is implementing expedited asylum application processes. The goal is to facilitate the return of many individuals to Morocco by classifying them as economic migrants rather than asylum-seekers.

Human rights organizations, including Amnesty International and Oxfam, have filed a complaint with Spain's ombudsman alleging ‘grave rights violations’. NGOs and legal experts express concern that these shortcuts may overlook vulnerable populations, such as unaccompanied minors, LGBT individuals, and families requiring urgent medical care. Some migrants remain in precarious conditions, with reports of individuals sleeping on pavements or hiding in the hills of the port city while awaiting registration or travel permits to mainland Spain.
