Ceuta is experiencing heightened social and institutional tension following a mass influx of migrants. Security personnel at the Temporary Stay Center for Immigrants (CETI) were recently assaulted while attempting to mediate a fight between residents, resulting in several guards being hospitalized with injuries to their ribs, wrists, and lips.

Simultaneously, the healthcare sector is facing a crisis. Medical and nursing unions, organized under Cemsatse, have announced a strike for September 24. Healthcare professionals report that emergency and urgent care workloads have doubled or even tripled due to the increased demand. Workers have held protests at the Ceuta University Hospital to denounce the lack of resources and the perceived inaction of the Ministry of Health and Ingesa. They are demanding increased staffing, better security, and structural solutions to prevent a total collapse of the public health system.
