Ceuta migrant surge overwhelms reception centres, sparks emergency call FAST-MOVING
More than 1,500 migrants, including hundreds of minors, have arrived by sea in the Spanish enclave of Ceuta over the past week, overwhelming the local reception system. The Centre for Temporary Stay of Immigrants (CETI) was built for 512 places but is now holding over 700 people, while the facilities for unaccompanied minors are operating at about 1,600 % of capacity, with the number of minors rising to roughly 570 from 180 ten days earlier. The surge follows a Spanish Supreme Court ruling on 8 July that bars the immediate return of migrants who reach Ceuta by swimming, a decision the local government says has removed a key deterrent. Ceuta’s president, Juan Jesús Vivas, has asked the Spanish government to declare a national emergency and to establish a single command to coordinate the response. Interior Minister Fernando Grande‑Marlaska described the situation as “extraordinary” and “exceptional.”
At least 29 migrants have died at sea this year while attempting the crossing, and dozens remain missing. Moroccan authorities are cooperating with Spanish forces to try to curb the flow, but the influx continues to strain resources and raise humanitarian concerns.
