Overview
In late July 2026 Spanish authorities began moving migrants from the overcrowded Centre for Temporary International Stay (CETI) in Ceuta to reception facilities in Algeciras, a humanitarian effort aimed at easing pressure on the centre. The UGT union warned that the surge in arrivals strained local resources, citing acute staff and supply shortages across security, health and social services and urging the national government to boost support.
On 25 July four migrants were found dead in the sea off Ceuta after a 24‑hour search by the Guardia Civil, raising the 2026 death toll on the Ceuta‑Marrakech route to 27. The fatalities intensified pressure on CETI, which was operating at its 512‑person capacity while about 150 migrants camped nearby awaiting space. The incident echoed earlier warnings from the delegate of the Asociación Unificada de Guardias Civiles that the Spanish Supreme Court’s 8 July decision, which bars border‑rejection of sea arrivals, could trigger higher migrant flows and more sea deaths.
The Ceuta government continues to call for an amendment to the Organic Law on Immigration to extend the special border‑rejection regime to maritime entries, while the national government faces growing demands to reinforce staffing and material resources for security, health and social services.
