Ceuta migration crisis described as ‘hybrid warfare’ by former minister

Former Spanish Foreign Minister Arancha González Laya has characterized the mass migration event in Ceuta on July 30 and 31 as a form of ‘hybrid warfare’. She argued that the situation cannot be viewed solely as a migratory phenomenon, but rather as a political and security crisis involving the instrumentalization of human flows.

González Laya stated that the Spanish government ‘arrived late’ to the crisis. She emphasized the need for improved coordination between security services, diplomacy, European institutions, and humanitarian agencies to anticipate and manage such political pressure on Spanish borders.
