Ceuta migration surge overwhelms authorities, dozens dead FAST-MOVING
A mass crossing of tens of thousands of migrants into the Spanish enclave of Ceuta triggered a humanitarian crisis. Moroccan officials say about 40,000 people entered, while Spanish estimates of returns total roughly 69,500 migrants sent back to Morocco. The death toll has risen to 88, with 72 fatalities on the Spanish side of the border and 11 on the Moroccan side.
The Spanish Supreme Court ruling of 8 July limited the immediate return of migrants who arrive by sea, a change that Moroccan authorities say weakened a key deterrent. Morocco maintains a deployment of around 24,000 security personnel along its northern coast, spending about €500 million a year on migration control and receiving €145 million in EU funding.
Ceuta’s shelters are severely over‑occupied, housing at least 862 unaccompanied minors against a normal capacity of 29 places, and an estimated 2,500 migrants remain in the enclave illegally after the surge. Both governments have exchanged accusations, with Ceuta President Juan Jesús Vivas blaming Morocco for “encouraging and permitting” the influx, while Morocco claims it warned Spain in advance of the court decision’s impact.
