Juan Jesús Vivas, President of Ceuta, testified before Judge María Tardón of the National Court regarding the mass migration event that occurred on July 30 and 31. Vivas alleged that he attempted to contact Prime Minister Pedro Sánchez ten times in the days leading up to the influx, but only received three responses. He claimed that local authorities had warned of a significant increase in arrivals, including a rise in unaccompanied minors, but that the central government failed to take necessary preventive measures.

Prime Minister Pedro Sánchez has contradicted these claims, asserting that there was “constant communication” between the central government and Ceuta authorities through various channels, including the Government Delegation. Moncloa sources have accused Vivas of playing a “dangerous political game” and stated that records do not support the claim of ten failed contact attempts.

Meanwhile, Minister of Territorial Policy Ángel Víctor Torres stated that the government aims to restore normalcy to Ceuta's beaches by October 15. He announced that the government will present a decree-law to allocate 40.3 million euros for extraordinary security and cleaning costs in the autonomous city. Current efforts include the relocation of migrants to various reception centers and the processing of return files for those not seeking international protection.
