Ceuta leader demands migrant detention center after mass border influx

Following a mass migration surge from Morocco at the end of July, Ceuta's Mayor-President Juan Jesús Vivas has called for the urgent establishment of a migrant detention center to manage the thousands of undocumented individuals currently in the enclave. Vivas estimates that between 8,000 and 11,000 migrants remain in the territory, disputing lower government figures, and has requested that the Spanish national government take unified command of the situation.

Spanish authorities have updated the estimated number of irregular migrants who crossed the border to at least 80,000, noting that approximately 70,000 returned to Morocco within two days. The crisis has left approximately 1,400 unaccompanied minors in Spanish custody, a group that cannot be summarily deported under Spanish law. Moroccan Justice Minister Abdellatif Ouahbi has demanded the immediate repatriation of these Moroccan minors, holding Spanish authorities responsible for their welfare and conditions.

In response to the situation, the Spanish government has increased security presence, including a 40 percent rise in Civil Guard numbers. Meanwhile, local residents in Ceuta have held protests expressing concerns over public safety and the strain on city resources. Authorities are also monitoring potential for a new mass crossing attempt scheduled for August 15.
