Ceuta faces diphtheria outbreak and migration crisis

Ceuta is facing a multifaceted crisis involving public health, security, and migration management. Health authorities have confirmed a third case of diphtheria in the city, marking the first time the disease has been diagnosed in a local resident since 2021. The new case involves an elderly man with a skin infection, and medical teams have activated epidemiological protocols to monitor close contacts.

Simultaneously, the city continues to manage the aftermath of a massive migration influx from Morocco that occurred in late July. President Juan Jesús Vivas has criticized the Spanish central government for its perceived passivity, noting that approximately 15,000 migrants remain in the territory. Vivas has called for the immediate repatriation of roughly 3,300 unaccompanied minors.

Security concerns have also escalated, following the arrest of an irregular migrant who allegedly threatened a soldier with a knife during a patrol. Furthermore, a recent intelligence report from the CNI, submitted to the Audiencia Nacional, revealed that authorities had warned of a migration wave exceeding 2021 levels weeks before the July 30 assault, identifying 180,000 users in social media groups preparing for the crossing. The Audiencia Nacional has expressed dissatisfaction with the CNI report, citing concerns over redacted information.
