Animal welfare initiatives and regulations expand globally

Various regions are implementing new measures and regulations to enhance animal welfare and control pet populations.

In the European Union, a new regulation (EU 2026/1818) has been established to unify standards for the welfare and traceability of cats and dogs, including prohibitions on cosmetic mutilations. In Spain, legal experts are analyzing the potential consequences of repealing Royal Decree 666/2023, noting that a full repeal without a replacement could create regulatory gaps in veterinary medicine and antimicrobial data communication.

In Latin America, several cities are launching large-scale public health initiatives. Bogotá has opened 11,000 free sterilization slots for dogs and cats to manage overpopulation. In Mexico, municipalities such as San Andrés Cholula and Isla Mujeres are conducting mass sterilization campaigns, often in collaboration with organizations like PETA. In Costa Rica, veterinary experts are emphasizing preventive medicine, such as vaccination and parasite control, to protect the growing feline population.

Additionally, local governments are creating dedicated funds for animal protection, such as the new Animal Welfare Fund in Sonsón, Colombia. Meanwhile, in Spain, animal rights groups are protesting to ensure local municipalities fulfill their legal obligations regarding the management of community cat colonies.
