CFE unveils 2026–2030 development plan and financing strategy

The Mexican government has introduced the CFE Development Program 2026–2030, a strategic plan outlining the growth and financial projections for the Federal Electricity Commission (CFE). Under instructions from President Claudia Sheinbaum Pardo, the document details plans to increase generation capacity from 46.6 GW in 2025 to 70.7 GW by 2030. This expansion aims to raise CFE's share of the National Electric System from 43% to 53%, while state participation could reach 62% when including FONADIN plants.

A significant portion of this growth will focus on renewable energy and emission-free technologies, with a projected addition of 15.2 GW of clean capacity between 2026 and 2030. This represents approximately 82% of the 18.6 GW in new capacity planned for that period.

To fund these infrastructure and transmission improvements, CFE is utilizing capital markets. The company has issued short-term debt totaling 1,126.14 million pesos for operational needs, such as fuel and maintenance. Additionally, CFE plans to raise between $700 million and $1 billion through the issuance of certificates via CFE Fibra E to strengthen the transmission network. The International Finance Corporation (IFC) may participate in these issuances with a potential acquisition of up to $80 million.
