Mexico's CFE expands power, EV charging amid budget shifts

Overview

Since June 2026, the Federal Electricity Commission (CFE) has accelerated its capacity-expansion agenda, including the inauguration of the González Ortega and Manzanillo III plants and a 200 billion-peso transmission-modernisation plan. To support long-term growth, the CFE introduced a 2026–2030 development program aiming to increase generation capacity from 46.6 GW in 2025 to 70.7 GW by 2030, with a focus on adding 15.2 GW of clean capacity. Financing for these goals includes capital market issuances and potential participation from the International Finance Corporation.

While the CFE has expanded its electric-vehicle charging network and entered partnerships for solar and wind capacity, regional challenges persist. In the Yucatán Peninsula, infrastructure expansion faces delays due to unfinished gas pipeline segments, leaving combined-cycle plants in Mérida and Valladolid offline. This has contributed to energy shortages, with the peninsula currently producing only 1,600 MW of its 3,000 MW demand. In late September 2026, these concerns intensified as the Federal Expenditure Budget Project (PPEF) proposed a 30.8 billion peso budget reduction for the CFE in 2027. Political leaders in Yucatán warned this could “exacerbate existing electricity supply issues and frequent power outages.”

In response to regional needs, the CFE has announced significant investments elsewhere: 7.7 billion pesos for Querétaro’s infrastructure, 2.87 billion pesos for Baja California Sur, and a 3.6 billion peso submarine cabling project in Cozumel. To manage these operations, the CFE has undergone a structural reorganization into three functional axes: Generation and External Producers, Electrical Networks, and Commercial Policy.
