Chihuahua increases local revenue share amid federal dependency

Chihuahua state has shown an increase in local revenue generation, with self-collected funds accounting for 22.4% of its total income by the end of 2025. According to the Center for Public Finance Studies (CEFP), the state's total perceptions reached 127,883 million pesos, of which 28,645.7 million pesos were gathered through internal measures. This represents an improvement from 2019, when local collection stood at 14.2%.

While Chihuahua ranks among the higher collectors alongside states like Nuevo León, it remains part of a broader national trend where most entities depend heavily on federal transfers, which typically exceed 75% of total income. Additionally, Chihuahua ranks third nationally in its proportion of income derived from financing and debt, which accounted for 14.8% of its total revenue in 2025.

At the municipal level, Guachochi faces a significant fiscal imbalance. Projections for 2026 indicate the municipality will receive approximately 383.7 million pesos from federal participations and contributions, while its own local revenue is estimated at only 8.9 million pesos. This highlights a heavy reliance on external public resources for local administration.
