Chihuahua has implemented various fiscal and financial measures involving both municipal and state levels. At the municipal level, the Chihuahua government provided over 763 million pesos in credit to 3,129 businesses between 2022 and August 2026 through programs such as FOMECH and Impulso Municipal MiPyME. These funds supported working capital, payroll, and equipment acquisition, with FOMECH maintaining a delinquency rate of less than 2 percent.

At the state level, Chihuahua has increased its local revenue generation, with self-collected funds reaching 22.4% of total income by the end of 2025, up from 14.2% in 2019. Despite this growth, the state remains heavily dependent on federal transfers, which typically exceed 75% of total income. Furthermore, the state ranks third nationally in the proportion of income derived from debt. Fiscal imbalances persist at the municipal level, exemplified by Guachochi, where local revenue is projected to be only 8.9 million pesos compared to 383.7 million pesos from federal contributions in 2026.
