Chihuahua police arrested for homicide and torture of inmate
Four judicial police officers from the Tribunal Superior de Justicia (TSJE) in Chihuahua have been arrested on charges of aggravated homicide and torture. The detainees, identified as Ramón Alejandro O. O. (24), Carlos Gerardo O. A. (36), Silvino P. M. (59), and Luis Carlos G. C. (24), are suspected of involvement in the death of an inmate, identified by the initials E. C. C., on July 8, 2026.
Security camera footage from the Cereso Estatal No. 1 penitentiary reportedly shows the officers assaulting the inmate. The footage depicts the victim being struck, having water thrown on him, and being subjected to physical aggression, including an officer placing a foot on his neck and using a piece of cloth to apply pressure to his neck. The victim died while attending an initial hearing.
Chihuahua Governor Maria Eugenia Campos Galván has stated there will be no tolerance or cover-ups for public officials regardless of their rank. Additionally, State Public Security Secretary Gilberto Loya emphasized that the administration will not protect those who violate the law or human rights, noting that an internal investigation by the Subsecretaría de Asuntos Internos is underway to process the suspension of the officers' duties.
