Overview

Authorities in Chihuahua and the United States have arrested former officials in connection with financial crimes.

In El Paso, Texas, U.S. Immigration and Customs Enforcement detained Adrián D. D., a former administrative coordinator for the Chihuahua Secretariat of Finance. He is accused of involvement in a scheme to release 120 million pesos to Kepler Soluciones Integrales as part of ‘Operation Justice for Chihuahua.’ Additionally, he is implicated in the improper retention of over 14.6 million pesos intended for employee compensation, which were allegedly transferred to the PRI State Steering Committee in 2015.

Separately, the Chihuahua State Anti-Corruption Prosecutor's Office arrested a former accounting department head for the alleged embezzlement of more than 645,000 pesos from the state-owned transport company, Operadora de Transporte Vivebús Chihuahua S. A. de C. V. (“Bowí”). Investigations indicate the suspect conducted 32 bank transfers from company accounts to a personal account between June 2024 and July 2025.
