Mexico regional updates: Chihuahua rights, budget, and Guerrero anti-looting laws

Various legislative and administrative developments are occurring across Mexico. In Chihuahua, Deputy Herminia Gómez Carrasco presented her second legislative report, focusing on inclusion and rights for persons with disabilities, elderly citizens, and caregivers. Her initiatives include making Congressional information available in Braille and Mexican Sign Language, and promoting a State Center for Integral Care for Autistic Persons.

In the same state, the Chihuahua Municipal Government is projecting a budget of approximately 7.5 billion pesos for 2027. Meanwhile, the Chihuahua Municipal Anti-Corruption Council is seeking citizen participation to fill two vacant positions. Additionally, the State Prosecutor's Office (FGE) announced it will utilize asset forfeiture against property linked to criminal activities, citing a recent seizure of nearly one ton of marijuana in Hidalgo del Parral.

In Guerrero, the state government has implemented the ‘Anti-Looting Law’ (Ley Antirrapiña). This reform establishes criminal penalties of up to six years in prison—and potentially up to 12 years depending on the value of stolen goods—for individuals who seize property during natural disasters or emergencies.

Finally, the Chihuahua State Government is preparing legal reforms to implement fines for vehicle emissions testing in Chihuahua capital to improve air quality.
