The governments of Chile and Venezuela announced a joint agreement to reactivate consular services, marking the first step of a roadmap to progressively normalize bilateral relations that were broken in July 2024 after disputed Venezuelan elections. The deal was presented by Chilean President José Antonio Kast and Venezuela’s interim President Delcy Rodríguez, with Chile’s foreign minister Francisco Pérez Mackenna and Venezuelan foreign minister Félix Plasencia also signing the accord.

The reactivation will enable consular protection and services for roughly 700,000 Venezuelans residing in Chile and about 25,000 Chileans living in Venezuela, facilitating visas, document renewals and legal assistance. The governments said the arrangement will help address shared challenges on security, migration and economic development. Negotiations for the roadmap began on 11 March 2024 and the first consular operations are expected to resume shortly.
