Venezuela has continued diplomatic re‑engagement begun in 2024 with its neighbours. After a two‑year suspension triggered by Chile’s concerns over the transparency of Venezuela’s 2024 elections, Chile and Venezuela announced on 30 July 2026 the re‑activation of consular services as the first phase of a joint roadmap to normalize ties. The agreement was signed by President José Antonio Kast, interim President Delcy Rodríguez, Chile’s foreign minister Francisco Pérez Mackenna and Venezuela’s foreign minister Félix Plasencia, restoring protection for roughly 700,000 Venezuelans in Chile and about 25,000 Chileans in Venezuela. Consular operations are expected to resume shortly, facilitating visas, document renewals and legal assistance, and supporting cooperation on security, migration and economic development.

Earlier in July 2026, Peru and Venezuela revealed a parallel plan to reinstate consular assistance for more than 1.6 million Venezuelan migrants in Peru and to re‑establish protection for nationals on both sides. The coordinated efforts illustrate a broader regional shift from suspension to engagement, with consular reopening serving as the initial stage of a comprehensive normalization agenda.
