President José Antonio Kast announced a package of more than 30 legislative projects, called the Agenda against Organized Crime and Terrorism (ACOT), to overhaul Chile’s security framework. The plan includes a constitutional amendment that would make security a duty of the State, an extension of the flagrante period from 12 to 24 hours, and a permanent police deployment in the 50 neighborhoods identified as most critical.

Border control will be strengthened with trenches, drones and monitoring technology, while the government will expand tools for the detention and expulsion of irregular migrants. The agenda also proposes legal protection for police, gendarmes and armed‑forces members acting in legitimate defence, criminalises mere membership in organized‑crime groups, and imposes harsher penalties for recruiting minors or obstructing streets.

Kast presented crime‑statistics indicating that, up to 26 July, homicides fell 18.7 % (112 fewer deaths), confirmed kidnappings dropped 45 %, violent robberies decreased by more than 7,000 cases, irregular border income fell 86.5 %, and drug seizures rose 60 %. The reforms are slated for congressional discussion before Christmas.
