President José Antonio Kast announced the Agenda against Organized Crime and Terrorism (ACOT), a package of more than 30 legislative projects aimed at strengthening Chile’s fight against organized crime, drug trafficking and terrorism. The agenda proposes a constitutional amendment that would make public security a duty of the State, expands the period of flagrante from 12 to 24 hours, and makes membership in a criminal organization a crime with aggravated penalties.

Key measures include a permanent police deployment in the 50 most critical neighbourhoods, reinforced border controls using trenches, drones and monitoring systems, longer detention periods for irregular migrants and greater powers for expulsions. The plan also grants legal protection to Carabineros, the PDI, Gendarmería and the Armed Forces when they act in legitimate defence.

Kast presented statistics showing a decline in violent crime: homicides fell 18.7 % (112 fewer deaths) up to 26 July, kidnappings confirmed by police dropped 45 %, violent robberies fell by more than 7 000 cases, irregular border entries fell 86.5 % and drug seizures rose 60 %. Opposition parties, notably the Communist Party, criticised the agenda as overly punitive and warned of potential rights infringements. The government also announced police operations in Santiago’s Plaza de Armas and prioritised security interventions in the Antofagasta‑Calama region.
