President José Antonio Kast’s government in Chile is facing intense criticism over a proposed national security reform aimed at combating organized crime. The package includes eight constitutional amendments that would significantly expand executive powers.

Key provisions of the reform include the ability to declare a state of emergency lasting up to 240 days without prior Congressional approval. The measures also grant the president authority to intercept telecommunications, seize assets without a judicial order, and restrict freedoms of movement and assembly. Additionally, the reform proposes expanding the role of the Armed Forces in public security and establishing an official list of criminal and terrorist organizations.

Human Rights Watch has warned that these changes threaten the rights of Chilean citizens and jeopardize democratic institutions. Domestic opposition, as well as some members of the governing majority, have expressed concerns. Senator Luciano Cruz-Coke of the Evopoli party noted that the powers granted to the presidency are excessive. Due to the backlash, the government has withdrawn the legislative urgency to allow for broader debate in Congress.
