Chilean deputies propose new regulations for high-speed electric scooters
Chilean deputies Catalina Del Real and Macarena Santelices have introduced a legislative project to regulate high-speed electric scooters and bicycles. The proposal seeks to create a new category termed “high-speed electric cycle” for vehicles exceeding 25 km/h or 0.25 kilowatts of power.
Under the proposed law, operators of these vehicles must be at least 18 years old, hold a driver's license, and carry a Mandatory Micromobility Insurance linked to the equipment's serial number. The initiative follows a reported 36.9% increase in commuting accidents involving electric scooters during the first half of 2026, totaling 501 cases. Data indicates that 57.9% of these accidents occurred between 07:00 and 11:59, with 80% involving workers aged 18 to 40.
The project also imposes requirements on importers and retailers to clearly display a vehicle's maximum speed and power. For rental platforms, the bill mandates software-based speed limits of 25 km/h and the maintenance of civil liability insurance to cover damages to users, third parties, and property.
