Chilean road safety legislative developments

In Chile, legislative efforts are underway to address road safety and traffic offenses. In September 2026, deputies introduced a proposal to regulate high-speed electric scooters and bicycles, creating a new category for vehicles exceeding 25 km/h or 0.25 kilowatts of power. This initiative follows a 36.9% increase in commuting accidents involving electric scooters during the first half of 2026.

The proposed regulations would require operators to be at least 18 years old, hold a driver's license, and carry mandatory micromobility insurance. Additionally, rental platforms would be required to implement software-based speed limits.

By October 2026, the Chamber of Deputies approved a separate bill expanding the preventive suspension of driver's licenses. This measure allows for the suspension of licenses for all serious traffic offenses during criminal investigations, whereas previously such measures were limited to cases involving alcohol or drug use. Proponents stated the goal is to “remove dangerous drivers from the streets immediately to prevent tragedies” while legal proceedings are ongoing.
