China and Philippines clash over immigration enforcement and diplomatic tensions

Tensions between China and the Philippines have escalated following a series of immigration enforcement actions by Chinese authorities targeting over 100 Philippine citizens. Philippine Defense Secretary Gilberto Teodoro Jr. condemned the moves, describing them as “naked extortion and blackmail” in response to Philippine law enforcement actions against Chinese nationals.

The friction stems from a May incident in Misamis Oriental, where Philippine authorities raided the Philippine Sanjia Steel Corporation, arresting 69 Chinese workers for lacking legal permits and seizing toxic chemicals and radioactive waste. In response to these enforcement actions, China has conducted specialized operations against Philippine nationals for “illegal employment” and “overstaying,” affecting individuals in mainland China, Hong Kong, and Macau.

Chinese Foreign Ministry spokesperson Guo Jiakun stated that foreign citizens must abide by Chinese laws and that immigration authorities are performing duties legally without targeting specific nationalities. Guo further criticized Teodoro, alleging that the Defense Secretary has previously targeted Chinese citizens working legally in the Philippines. The Philippine Department of Foreign Affairs is currently coordinating with its embassy in China to verify the status of the detained citizens and ensure their rights are protected under the Vienna Convention on Consular Relations.
