Russia and China veto UN resolution to extend Iran sanctions monitoring
Russia and China have vetoed a United States-backed United Nations Security Council resolution that would have extended the mandate of an expert panel tasked with monitoring sanctions on Iran. The resolution, which received 11 votes in favor, aimed to renew the Panel of Experts supporting the 1737 Sanctions Committee.
Russia argued that the legal basis for such discussions has expired, stating that UN Security Council Resolution 2231 ended on October 18, 2025. China supported this position, urging member states to avoid political confrontation and respect the expiration of mandates to maintain multilateral credibility.
Conversely, Western powers, including France, Germany, and the United Kingdom, maintain that the sanctions regime was legally restored through the 'snapback' mechanism in September 2025. The United States expressed concern that the absence of an independent monitoring panel creates a gap in oversight regarding Iran's nuclear compliance and potential sanctions violations.
Iran's mission to the UN praised the vetoes by Moscow and Beijing, describing the US-led proposal as a 'cynical attempt' to abuse the Security Council for political purposes. The veto comes amid heightened tensions, as the International Atomic Energy Agency (IAEA) recently reported that Iran maintains a stockpile of approximately 440.9 kilograms of uranium enriched up to 60% purity.
