Iranian officials further asserted that military strikes by the United States and Israel on Iranian nuclear sites in June 2025 and February 2026 have created extraordinary security conditions that hinder effective IAEA inspections. Following the referral, the UN Security Council engaged in intense debate regarding the legal validity of international sanctions against Iran. The discussion centered on the ‘snapback’ mechanism established under the 2015 Joint Comprehensive Plan of Action (JCPOA).
