Data centers shift to rural regions to meet AI energy and space demands
The rapid expansion of artificial intelligence is fundamentally reshaping the global landscape for data center development. In Europe, a strategic shift is occurring as developers move away from major metropolitan hubs like London, Frankfurt, and Paris toward rural areas. According to JLL, projects planned for 2026–2028 are expected to be located an average of 175 kilometers from major cities, compared to 46 kilometers in the previous period. This migration is driven by the need for cheaper land, faster grid connections, and massive amounts of electricity required for AI training.
Simultaneously, China is executing its ‘Eastern Data, Western Computing’ strategy to bolster its AI ambitions. The government is directing digital infrastructure toward less populated western provinces like Guizhou to utilize available space and cooler climates. This expansion includes major facilities such as Huawei’s largest data center in the Guian New Area. To ensure sustainability, China requires that at least 80% of energy for new large-scale projects comes from renewable sources, leveraging the wind and solar resources of the western regions.
Other emerging trends include the exploration of underwater data centers to improve cooling efficiency and reduce land use, a concept pioneered by Microsoft. However, these developments face challenges, including potential environmental impacts on marine life and local resistance in various regions due to water scarcity and energy costs. In Serbia, the rise of data centers is also noted as a potential strain on the national power grid due to their continuous, high-load operation.
