China implements landmark Ecological Environment Code

China's Ecological Environment Code officially went into effect on August 15, marking the country's second major legal code following the Civil Code. The legislation is a comprehensive integration of over 30 existing environmental laws and regulations, consisting of 1,242 articles.

The code establishes a systemic framework for environmental governance, focusing on green and low-carbon development, pollution prevention, and ecological protection. It introduces specific regulations for ecological restoration across various landscapes, including forests, wetlands, oceans, and mining sites. Additionally, the code addresses modern environmental concerns such as light pollution and social noise control.

To support the implementation of the code, China has undergone significant regulatory adjustments, including the repeal or modification of numerous administrative regulations and the abolition of ten previous environmental laws. The legislation also aims to promote a circular economy by regulating waste recycling, clean production, and the use of biodegradable materials, specifically restricting single-use, non-degradable plastics under Article 998.
