China implements zero-tariff access for 53 African nations

China has implemented an expanded zero-tariff arrangement covering 100 per cent of tariff lines for all 53 African countries with diplomatic ties to China. This policy aims to boost Chinese household consumption, targeting retail sales of approximately 60 trillion yuan by 2030.

While the arrangement facilitates easier market access for products such as South African apples and Kenyan avocados, exporters face significant non-tariff barriers. Compliance costs remain a factor, including South African Revenue Service (SARS) procedures, tariff classification, and specific information codes required for Chinese customs.

Successful trade under this framework depends on meeting sanitary and phytosanitary standards, quality assurance, and traceability. Chinese authorities have introduced green channel arrangements and simplified quarantine clearances to support the influx of African food and agricultural products.
