China launches fourth‑level flood response in Guizhou as heavy rains trigger rescue operations in Guangxi

From August 2 to 4, meteorological forecasts warned of heavy to torrential rain across Guizhou Province. In response, the National Flood Control Office and the Ministry of Emergency Management activated a fourth‑level flood emergency response on August 2, convening a multi‑agency meeting to assess the rain‑band, monitor reservoirs, and implement flood‑control measures such as emptying risky small reservoirs and reinforcing dam safety.

At the same time, the neighboring Guangxi Zhuang Autonomous Region experienced severe rainfall linked to Typhoon Mishak, causing flash floods and reservoir threats in cities including Nanning, Fangchenggang, Qinzhou and Guigang. The PLA, armed police and local militia were deployed, with more than 500 militia members and 300 armed‑police personnel conducting rescue, evacuation, and road‑clearing operations. Notable actions included the deployment of boats, drones and life‑vests to the Six‑Blue Reservoir in Hengxian County, where a dam breach was reported. The combined efforts aimed to protect lives, secure water infrastructure and restore normalcy in the affected areas.
