Overview

The nationwide flood‑and‑drought safety programme launched in June continues to expand as heavy rains and successive typhoons push river levels across multiple basins. After Typhoon Red Xia, the Ministry of Water Resources kept a Level‑IV emergency response for Fujian, Jiangxi, Henan, Hubei, Hunan, Guangdong and Guangxi, dispatching work groups and experts. In the northwest, heavy rains on 30 July prompted Shaanxi’s capital Xi’an to raise its rainstorm warning to the highest red level and close valleys in the Qin Mountains, while Gansu upgraded its emergency response to Level III and issued a red alert for geological disasters in Longnan, temporarily shutting 61 tourist sites. Earlier flash‑floods in Gansu’s Shuangshimen gorge had killed 10 people and left one missing.

Late July reports revealed cracks at a reservoir in Guangdong, prompting evacuations downstream and raising concerns about the condition of China’s more than 90,000 aging dams, including pressure on the Three Gorges Dam. In early August, Chongqing authorities warned of moderate to heavy rains that could raise water levels on the upper Yangtze and its tributaries, issuing alerts for 17 provinces and maintaining emergency flood responses in several regions. The combined threats underscore nationwide challenges in flood management and dam safety.
