China Launches World Artificial Intelligence Cooperation Organization
At the World AI Conference (WAIC) 2026 in Shanghai, President Xi Jinping announced the creation of the World Artificial Intelligence Cooperation Organization (WAICO). The new body aims to coordinate global AI regulation and promote shared benefits, with the United Nations Secretary‑General in attendance. Xi emphasized that AI development should be a collective effort rather than a solitary national showcase. To date, 29 countries have joined WAICO, and additional states have expressed interest.
WAICO seeks to work with existing international institutions, conduct broad consultations, and ensure contributions from all members, positioning AI governance as a systemic, planetary issue rather than a purely technological advancement.
