2026 Shanghai WAIC: AI Governance & Geopolitical Shifts
Overview
Following the 2026 World Artificial Intelligence Conference (WAIC) in Shanghai, the global geopolitical landscape is shifting toward a paradigm of digital sovereignty and South-South cooperation. A central development in this shift is the founding of the World AI Cooperation Organization (WAICO), announced by President Xi Jinping. Attended by the United Nations Secretary-General, WAICO aims to coordinate global AI regulation and promote shared benefits, positioning AI governance as a systemic, planetary issue. To date, 29 countries have joined the organization.
During the conference, President Xi advocated for a human-centric governance system guided by international consensus and the principle of ‘promoting human well-being and advancing human civilization.’ He proposed establishing legal frameworks, technical monitoring, and risk warning systems to ensure technology remains under human control. China is further advancing this through an ‘AI+’ initiative, aiming for the penetration of new-generation intelligent terminals and agents to exceed 70% by 2027 and 90% by 2030. To bridge the digital divide, China is offering training to developing nations and establishing international cooperation centers for AI applications.
Amidst this competition for technological hegemony, China continues to advance its technical capabilities. This is evidenced by the release of Kimi K3, a new-generation large AI model featuring 2.8 trillion parameters, which has been made available as an open-source resource. The prominence of Chinese firms is further underscored by reports that six of the world’s top ten applicants for generative AI patents are headquartered in China. Notably, the Stanford University 2026 AI Index Report indicates that the performance gap between Chinese and American AI models has ‘effectively disappeared.’
