China pushes for tech breakthroughs and expands agricultural ties with Azerbaijan
China has issued new directives aimed at accelerating breakthroughs in core technologies and expanding the industrial application of artificial intelligence. The guidelines, released by the CPC Central Committee and the State Council, focus on strengthening scientific and technical self-sufficiency and securing supply chains. A key shift in this strategy involves encouraging private companies to lead major national technology projects, a role traditionally held by state-owned enterprises and institutions.
The directives emphasize five primary areas: scientific and technical innovation, the integration of research with industry, new development approaches, institutional reforms, and the enhancement of talent potential. This initiative is part of Beijing’s broader economic model of “new quality productive forces,” which seeks to drive growth through advanced technology.
In a related development of international cooperation, Azerbaijan and China are expanding their scientific and technological partnership in the agricultural sector. During a visit by Azerbaijani Agriculture Minister Mecnun Mammadov to China, a Memorandum of Understanding was signed with China’s Minister of Agriculture and Rural Affairs, Can Ju. The agreement focuses on increasing mutual trade, promoting investment, and fostering cooperation in digital agriculture and scientific research. Discussions also included partnerships with Beijing Dabeinong Technology Group Co., Ltd. regarding animal health, vaccine development, and modern agrotechnology.
