China launches flood emergency response in seven provinces amid Typhoon Red Xia

China's Ministry of Water Resources activated a Level IV flood‑defense emergency response on July 25 for Fujian, Jiangxi, Henan, Hubei, Hunan, Guangdong and Guangxi after Typhoon Red Xia brought heavy rains. The agency warned that the Pearl River basin (including the North, East and Han rivers) and the middle‑reach tributaries of the Yangtze and Huai rivers would experience significant water level rises, with the East River of the Pearl basin possibly reaching flood‑alert status. Local authorities have been ordered to intensify weather monitoring, issue timely warnings, and mobilise flood‑control infrastructure, including reservoir safety checks and rapid deployment of rescue teams. Five water‑resources work groups and expert teams have been dispatched to the hardest‑hit areas to guide on‑site flood‑defence measures and assist in evacuating residents at risk, aiming to protect lives and property.
