China restricts exports to 14 European entities, adding Wrocław University

China's Ministry of Commerce announced export controls on 14 entities from the European Union as a retaliation to recent EU sanctions on Chinese firms and Hong Kong. The blacklist includes the Wrocław University of Science and Technology, Polish tech company Vigo Photonics, Germany's defence contractor Rheinmetall, the Czech truck maker Tatra Trucks and France's research centre III‑V Lab, among others.

The measures prohibit the export of dual‑use technologies and materials to the listed parties and require special licences for any exemptions. The Polish university said it was surprised by the listing and will verify the decision. Analysts note that the restrictions could hamper collaborative research on defence drones, artificial‑intelligence weapon systems and semiconductor technologies that the university conducts with Chinese partners. The move heightens the trade and diplomatic tension between Beijing and the EU following the EU's 21st package of sanctions linked to Russia.

The Chinese statement framed the action as necessary for national security and to fulfil international obligations on non‑proliferation.
