China State Council approves 15th Five-Year Plan for intellectual property

The State Council of China has approved the ‘15th Five-Year Plan for Intellectual Property Protection and Utilization’. The plan aims to address institutional shortcomings, accelerate legal reforms, and optimize the environment for supporting comprehensive innovation.

Key objectives include strengthening the high-quality supply of intellectual property, deepening reforms in rights distribution, and enhancing the efficiency of technology transfer. The government also intends to establish a full-chain talent cultivation system to build a high-level, professional workforce in intellectual property management.

Experts note that this strategic roadmap comes as China's global innovation ranking has risen to 10th place according to the World Intellectual Property Organization. The plan is designed to consolidate China's competitive advantage in the global innovation landscape and support the development of new quality productive forces.
